About this design

憲政の常道

憲政の常道（けんせいのじょうどう）とは、大日本帝国憲法下の日本において一時期運用されていた、政党政治における政界の慣例のこと。

「天皇による内閣総理大臣や各国務大臣の任命（大命降下）において、衆議院での第一党となった政党の党首を内閣総理大臣とし組閣がなされるべきこと。また、その内閣が失政によって倒れたときは、組閣の命令は野党第一党の党首に下されるべきこと。そして政権交代の前か後には衆議院議員総選挙があり、国民が選択する機会が与えられること。」とするもの。

あくまで慣例であり、法的拘束力はなかったという説と慣例として認められた「憲法習律」であるとする説に分かれている。
